Niger Delta Ex-Militants Blocks Mbiama-Yenegoa Road in Bayelsa State

Information reaching me confirms that some former agitators (Ex-militants) of the Niger delta have blocked major  road in (Tombia roundabout) Yenegoa, the capital city of Bayelsa state. The Ex-militants claimed that they had blocked the road in protest  demanding for their earned allowances long overdue.


Mr Daniel Alabrah from office of the Special Adviser to the President on Niger Delta had issued a notice few hours before the protest.....
DELAY IN PAYMENT OF FEBRUARY 2015 STIPEND TO PRESIDENTIAL AMNESTY PROGRAMME (PAP) BENEFICIARIES

The Office of the Special Adviser to the President on Niger Delta solicits the understanding of all former agitators and beneficiaries enlisted in the Presidential Amnesty Programme (PAP) over the delay in payment of their February 2015 stipends and allowances.
The current delay is occasioned by the commencement of the Federal Government’s Treasury Single Account (TSA) project, which seeks to establish a unified structure of government bank accounts and cash management in Ministries, Departments and Agencies (MDAs) of government.
The initiative is championed by the Federal Ministry of Finance with the Office of the Accountant-General of the Federation as the implementing agency in collaboration with the Central Bank of Nigeria (CBN).
This project is inspired by global best practices as it enhances oversight and control of government cash resources. Without exception, every MDA has been directed to comply with the initiative.
We however have firm assurances from the CBN that our remittances will soon be sorted out and consequently the payment of the February 2015 stipends and allowances to all beneficiaries shall commence without further delay next week.
The Special Adviser to the President on Niger Delta and Chairman, Presidential Amnesty Programme, Hon. Kingsley Kuku, highly regrets the delay and appeals to beneficiaries to show understanding and forbearance.
